Are you sure that you don't have a disk that is in trouble? The values do seem quite high. Have you looked at the setting on the monitor, considered makign it a repeating sample count monitor, etc to tame the noise? Are these always on clusters and do they occur near the times that cluster resources are failed over?

I have enabled the above monitor and overwritten the threshold to .012 milliseconds and the samples to 20 for testing purposes. The monitor is triggering an alert but the alert context is showing the following output.
